Culebra is a wonderful rural Caribbean island with strict zoning regulations.  These zoning regulations have served to maintain the quiet dignity of this special place in the Caribbean. Therefore, the availability of finished quality residences is limited and grows at a snails pace. Currently there are approximately one hundred quality residences on Culebra. Most of these homes have been constructed by the original owners in the past one to ten years.   Therefore, the rate of resale is very limited.
